In addition to being an attorney, Franklin J. Rooks Jr. is also a licensed physical therapist. Mr. Rooks concentrates his legal practice on employment matters, representing employees. His physical therapy background provides him with a unique perspective in his representation of individuals who have been discriminated against on the basis of a disability.
Mr. Rooks’ extensive experience as a business owner compliments his practice of employment law. Prior to entering the legal profession, Mr. Rooks co-founded a chain of physical therapy clinics, which, in 2006, were sold to a private equity firm. While practicing law, Mr. Rooks also started a chain of occupational medicine/urgent care clinics, which, in 2015, were sold to a private equity firm. In 2018, Mr. Rooks and a partner acquired a durable medical equipment business. Mr. Rooks is also an operating partner with Shore Capital Partners L.P., a private equity firm in Chicago, IL. All of Mr. Rooks’ business ventures have been in the field of healthcare, and involve a patient base that has sustained either temporary or permanent disability.
A portion of Mr. Rooks’ practice is devoted to false claims actions, representing whistleblowers primarily in the area of health care fraud. Much of Mr. Rooks’ expertise in healthcare fraud has been derived from his considerable experience in medical billing.
Mr. Rooks began a career in physical therapy, graduating from the Philadelphia College of Pharmacy & Science (now the University of Sciences in Philadelphia) with a Master of Physical Therapy Degree. He also earned a Master’s Degree in Business Administration (MBA) from Drexel University in Philadelphia, Pennsylvania.
Mr. Rooks has published numerous articles on medical billing, medical practice management, and healthcare fraud. His writings have appeared in the Journal of Medical Practice Management, Physicians News Digest, and other publications. Mr. Rooks is on the Editorial Board for Billing & Coding Advantage Magazine and the Editorial Advisory Board for Advance Magazine for Physical Therapy & Rehab Medicine. Mr. Rooks also serves on the Board of Visitors for the Samson College of Health Sciences at the University of the Sciences in Philadelphia.
